[ts-gen] Debian compiles are back; and ./doc/ building packages needed

Bill has the compiles under Debian testing working again; I 
started testing after 1800 US Eastern, so I not have not had a 
chance to look at history inserts yet.  Tomorrow ...

With respect to the new ./doc/ Makefile, and viewing the 
results, I added, using apt-get the following packages:

 	gv xpdf gsfonts-x11 ruby tetex-bin tetex-extra texinfo
 	texi2html

I needed to add the non-free archive, in /etc/apt/ to 
sources.list to get latex2html .  Here is the patch:
