[ts-gen] sleep in Ruby, wait in shim

A while back, Bill wrote an excellent summary on the recommended use  
of sleep in Ruby and wait in shim in the downstream, but I can't seem  
to find it in the mailing list.  He had some advice for proper  
operation, so we don't have problems with transmit and other issues.

Can someone point me to that post or repost to this thread for easier  
reference in the future?
